If you are waiting for the elevator to come then you may have pressed the button – although theoretically if you are at the elevator, then one would assume that you have arrived near the doors of the elevator.
For example my son is two years old, and he is at the elevator. He is not tall enough to reach the button, but he is still at the elevator.
    thank you

If you are IN the elevator, you are actually inside it, ready to be taken to the floor you want.

If you are AT the elevator, you have pressed the button, and you are waiting for it to arrive so that you can then get IN it and get to the floor you want.
